My creator was a big fan of caesar ciphers in his code- usually goes with just 1 shift. Perhaps you should try out a few so you can BEGIN searching for answers.
The picture of the arm isn't helpful to us- you need to make new hyperlinks to get us further. The links themselves are encrypted. And it probably won't be anything like "dimensionalhero.neocities.org/ARM2", I've tried.
